DSIT – UK Cyber Growth Action Plan – Final Report

On 19 September 2025, the Department of Science, Innovation & Technology released a new policy paper, “A UK cyber growth action plan – final report”, the output from an independent, rapid analysis to provide key insights on the interventions needed to further develop the UK’s cyber security sector.

A focus of the report is on the growth of the UK cyber security sector, whilst paying attention to resiliency and value for money. The aim is to grow a thriving cyber security sector that enables the UK to be the safest country online, whilst recognising a persistent challenge: that those who make purchasing decisions often do not see why they should be investing in cyber security.

Despite the rise in supply and demand for cyber, incidents are also more frequent. In 2024, the NCSC responded to 50% more nationally significant incidents compared to the previous year and reported a threefold increase in severe incidents.

As such, the report also fosters the growth of a broader cyber resilience capability, emphasising UK cyber culture and mindset, the need for focused cyber leadership, and tech ecosystems to attract talent, investment, and collaboration to drive innovation and growth in cybersecurity and technology sectors.

Zhero Founder and CEO, Izak Oosthuizen, was a research participant in this action plan that was developed by the  University of Bristol in collaboration with Imperial College London.

In his contributions, Izak emphasised the importance of a cyber MOT, whereby businesses of every size should demonstrate that they have the appropriate real-time controls in place to be a trusted part of the supply chain and to remove 95% of cyber risk.
